Evacuation into another Planet EVERY citizen of European Union and affiliated countries. A total of 500 million lives in 5 years max.

Now the basis of a plan is a "Macross Frontier" Floating Island. Its not too expensive, and can take on board 20 milion lives. Every mothership Battlegroup can withstand 1 Big Floating Island and every ship affiliated to it. And only this. Why Floating island with atmosfering Entry ? When you come to the planet, to where you evacuated every citizen, you dont need to build a city. Also the self-designed instalations are the best. Only a foul builds his empire on a ruins of  another Empire. You would be living on this floating island on planet.
Now got 6-7 Mothership Battlegroups hiden in subspace or in Naval Base so in one move i could move 100 milion of citizens in luxury way with entire Technical backup. Culd always order to build more Bettlegroups, but it would be too much for safety protocoll, than to move 3 floating islands per turn. Everythin Supported by Multitread AI Matrix in Naval Base with Forerunner/Progenitor Web support.
Got also and aquired advanced terraformers and could terraform even a pure vulcanic planets without atmosfere into a grassland. The plan is to terraform couple of Solar systems and place in there on surface Floating Islands. Think Diferently Cash is, everything is. Matrix/Simmulation is a Big Deffence Company which is offering everything for Resources.
Next thing is a Food and manufactoring. Manufacture is on board of every island, but natural food would be a problem. Of course we always have a plenty of syntetic food (even turkish kebab can be created with special taste), but a natural food. Help comes from External companies, which would have contracts to create a lot of natural food till farming on planet would start.
And thats nearly everything.



But its only a Realistic Simmulation, who knows if the Realistic Simmulation, you could turn into reality ;)
